Having design aspects inspired by American pop culture aspects =/= Exclusively aimed at the West.

Naoto Oshima, Sonic's designer, always had both the Western world AND Japan in mind when creating Sonic. This is outright said in the interview with him contained inside The History of Sonic the Hedgehog book that I just so happen to own. He took inspiration from Michael Jackson's shoes on the cover art to the single "Bad" as well as Santa Claus whilst Sonic's attitude to heroism was inspired by Bill Clinton's "Get it done NOW" approach. These are inspirations behind the character's appearance and personality and not an example that proves that Oshima and SEGA/Sonic Team was aiming Sonic's character exclusively and squarely at the Western consumer.
